Waste Management

SPC image The developing countries are seeing the rapid growth of specific wastes, such as Waste Electrical and Electronics Equipment (WEEE) or Electronics Waste (E-waste), waste agricultural biomass, and waste plastics. These specific wastes require proper management and recycling, as most of the materials could be recycled with the help of environmentally sound technologies (ESTs).

IETC’s programme on Waste Management with a focus on 3R is aimed to optimize the management of solid waste and involving all the stakeholders. Under this programme, the following activities are being carried out: [Demonstration/Pilot Projects] Integrated Solid Waste Management (ISWM) Plans with implementation strategy have been developed through demonstration/pilot projects. Demonstration projects on specific waste streams include ones on Waste Plastics, E-waste and Waste Agricultural Biomass; [Technology Support] Compendiums of technologies for ISWM and for management of specific waste streams have been developed. A methodology - the Sustainability Assessment of Technologies (SAT) - has also been developed to assist policy makers in assessing and selecting appropriate technologies; and [Capacity Building] IETC has published training manuals on “Developing Integrated Solid Waste Management Plans”. IETC also organizes regional training programmes for policy makers and personnel involved with the subject of waste management. From a more broader perspective, IETC is promoting the implementation of environmentally sound industrial development through the concept of ‘eco-towns’ in three cities - Penang (Malaysia), Bandung (Indonesia) and Shenyang (China)

The work carried out by IETC, although limited, has already confirmed the applicability of ISWM and revealed great opportunities of resource recovery and consequent economic and environmental gains. IETC's role was also acknowledged by the UNEP Governing Council in its decision on waste management (GC 25/8). This decision also calls to further enhance the efforts to build national capacities on waste management and to coordinate the efforts of international agencies. To facilitate the implementation of this decision, IETC has started consultations to develop a "Global Platform on Waste Management."
