Overview
- Experts Meeting to discuss development of a capacity
building tool to assist local authorities to address environmental
management issues (Paris, August 2000);
- Builds upon previous UNEP experience and tools with EMS:
- Round Table: "Application of EMS Principles to Urban
Management" - Szentendre, Hungary (Sept 7-9, 1998)
- Pilot Testing: Application of Environmental Management System
(EMS) Principles to Urban Management for Central and Eastern Europe,
Regional Environmental Centre - Szentendre, Hungary (July 6-9, 1999)
- Strengthens partnerships between UNEP and various other international
organizations and associations
- Project partners:

- Theme 1: Pre-course exercises;
- Theme 2: Urban government & environmental management;
- Theme 3: Pre-implementation strategy & planning
- Theme 4: The initial environmental review process
- Theme 5: Planning the EMS;
- Theme 6: Implementing the EMS;
- Theme 7: EMS documentation;
- Theme 8: Monitoring, measurement, checking & continual improvement;
and
- Theme 9: EMS-urban based case studies
Networking
- Ongoing support to trainees via an electronic networking tool;
- Feedback from users and contributing partners to be used to update the Kit
to keep it “everfresh”;
- Promote the creation of regional information hubs and international
network
- Sharing best practises
- Creation of a problem solving platform
- Provide access to related platforms/websites/tools
- Development of environmental information portal – “EMERALD”
Implementation & Timeline
- International discussions started and working group established ( Paris,
September 2000)
- International meeting and testing of the concept (Heidelberg, Germany,
November 2000)
- Presentation to UNEP Governing Council 21 (Nairobi, February 2001)
- 3 International Train the Trainer workshops planned:
- Szentendre, Hungary (March 2001)
- Rio de Janeiro, Brazil (May 2001)
- Singapore (May 2001)
- Official Launch at Cities Asia Forum (Singapore, September 2001)
Marketing & Distribution
- Product will be pre-marketed at upcoming international fora and meetings
of local officials and international organisations and associations;
- Develop a permanent display and information kit that can be used at
global, regional and local opportunities
- Marketing/distribution strategy to be formulated (March 2001);
- Formulate a strategy for distribution of the kit under agreement with
international/regional/local organisations;
- Regular training sessions to be held in various regions of the world;
- Promotion of regional follow-up training sessions by local organisations
- Promotion of the Kit at the World Summit on Sustainable Development (June
2002). including a prior African training event
