International Lake Environment Committee Foundation




 


Following the first World Lake Conference, held in 1984 near Lake Biwa in Shiga (Japan), a proposal was made for the establishment of a secretariat which would ensure continuation of the conference objectives. In order to implement this proposal, the International Lake Environment Committee Foundation (ILEC) was inaugurated in 1986 as a NGO approved by Japan's Environment Agency and the Ministry of Foreign Affairs. ILEC is comprised of a Board, the Scientific Committee and three administrative divisions (planning, general affairs and research).

The goals of ILEC are sixfold:

  • Accumulate and disseminate information related to the environment and management of lakes and reservoirs throughout the world.
  • Carry out research on various aspects of lake management.
  • Assist developing countries in planning for sustainable development of lake resources in harmonization with appropriate conservation of lake natural resources.
  • Organize training courses on the management and monitoring of environmental conditions at lakes and reservoirs in order to enhance human resource potential in this skill area in developing countries.
  • Support the activities of UNEP for lake environment conservation in developing countries.
  • Develop a global network to promote international cooperation for lake environment conservation, among national and international agencies, local governments and research organizations.

In fulfillment of these goals, over the last 13 years, ILEC has undertaken a wide range of activities including:

  • Organizing seven World Lake Conferences. (The 2d (1986) ~ the 8th (1999))
  • Publishing five interim reports on Survey of the State of World Lakes including enviromental data on 217 lakes.
  • Publishing five Guidelines on Lake Management.
  • Environmental education activities for school children in six countries.
  • Annual training courses on lake management for trainees from developing countries invited to attend for two-month courses in Japan.
  • Other activities such as workshops, seminars and public awareness raising exercises.

In addition to being a supporting foundation for UNEP IETC, ILEC also plays a key role as a member of the UNEP GEMS/WATER steering committee. This has led to ILEC's involvement in remote sensing training activities in Thailand and in publication of a UNEP-sponsored report and database on the State of the World's Lakes.

    The versatility of PAMOLARE allows for its use in decision making process as well as for training purposes.
