Thematic Session on Environmentally Sustainable Industrial Development;
The Concept of Eco-Towns in the Asia Pacific Region
1 November 2006, Singapore


In collaboration with the Global Environment Centre (GEC) and Asian Productivity Organization (APO), UNEP-DTIE-IETC organized a thematic session on "Environmentally Sustainable Industrial Development: The Concept of Eco-Towns in the Asia Pacific Region" on 1 November 2006 at the Suntec, Singapore. This session was held as a part of the Eco-Products International Fair 2006 from 31 October to 2 November 2006.

1. Background

What are Eco-Towns?

Eco-towns are areas where urban planning and environmental management tools are applied to pursue synergies in resource utilization, waste management, environmental preservation, and promotion of industrial & economic development. Industries, other commercial activities and residents located in the designated 'eco-town' area optimize their resource use by practicing recycling within their manufacturing process, in between the industries, and between industries and residents.

Eco-towns have a number of key features that make them attractive for cities to be more sustainable. These include: (a) Strong relationship among industries, commercial activities and society (b) A policy framework including legislation and incentives to enable various actors operate in an environmentally sustainable manner and move towards a recycling-based society, (c) A large and rapidly expanding eco-business market including research, development and increasing use of eco-friendly products both in the public and private sectors, (d) Strong focus on environmentally sound technologies (ESTs), and innovative/cutting-edge solutions to solve environmental problems, and (e) Focus on energy and material conservation, and integrated waste management.

2. Summary of the Session

The session served to outline the concept of “Eco-towns” in Japan and its potential for adoption to cities in the Asia Pacific region. Eco-towns aim at promoting zero waste, integrated production system, raising total productivity of materials and realizing a society harmonizing with the environment.

The first half of the session introduced the concepts of Industrial Ecology, Industrial Symbiosis and Eco-industrial Park, and the Kawasaki Eco-town and the Action Plan, while the second half covered latest updates on best practices of eco-initiatives undertaken, and future plans, by cities in the Asia Pacific Region-from the cities of Penang (Malaysia), Bandung (Indonesia), Pune (India) and Namakkal (India).
