2nd Meeting of Project Implementation Committee (PIC) for UNEP Project
on Integrated Solid Waste Management (ISWM) in Wuxi New District (WND) of Wuxi
Municipality, PRC
A delegation from Wuxi New District (WND) visited IETC to participate in 2nd
Meeting of Project Implmentation (PIC) on 27 November 2006. The delegation
was headed by Mr. Zhang Jianhua, Deputy Manager of the New District Administration
Committee and constituted of Mr. Zou Xiaoqi - Deputy Director of Urban planning,
Construction and Environmental Protection Bureau (UCEPB), Mr. Zhou Dong – Environmental
Protection Division of UCEPB, Ms. Xu Ling - Foreign Investment Bureau, and
Prof. Zou Luyi - Southern Yangtze University.
The PIC was constituted to supervise the project by reviewing the progress
and providing the guidance and advice to the Project Team. Director IETC and
Deputy Manager of the New District Administration Committee of WND jointly
chaired the 2nd PIC Meeting.
The Head of Chinese Delegation, Mr. Zhang thanked IETC for the development
of guidelines and the training imparted to the WND Project Team for characterization
and quantification of solid waste generation and assessment of solid waste
management system. He informed that as a follow up, the WND Project Team lead
by Professor Zou Lyui conducted 4 additional training programmes. A meeting
was also organized under the Chinese Forum for reviewing the national standards
on solid waste management. WND also launched the ‘World First Class’ training
on solid waste management to make the staff realise and learn the importance
of the subject.
Brief presentations were made by IETC on the progress achieved so far. The
PIC took important decisions to propel the project further. These included:
- Confirmation of data on characterization and quantification of
solid waste generation in WND. The data covers all the waste streams; municipal
solid
waste, industrial solid waste, healthcare solid waste and construction
solid waste;
- Confirmation of the initial assessment of the current solid waste
management system covering collection, transportation, treatment, disposal
and resource
recovery. The full assessment of the current management system would
be completed by WND project team by the end of the year;
- Agreement on the date (7th or 8th March 2007) for holding a stakeholder
consultation workshop to identify the issues of concern for developing
an integrated solid
waste management plan for WND.
The PIC expressed its satisfaction with the
progress and quality of the work done so far. The Head of Chinese Delegation,
Mr. Zhang thanked UNEP for its
comprehensive support and assured that WND will continue its strong support
and will consistently play its active role to make this project a showcase
project on integrated solid waste management.
