Seminar Guide
A. Seminar Objectives
The objectives of this Seminar are as follows:
- To enable local officials, policy makers and urban managers to appreciate
the nature of environmental decision making and some of its basic approaches
- To provide participants with an overview of five key environmental
management tools, namely: Environmental Technology Assessment, Environmental
Risk Assessment, Environmental Profiling, Environmental Management Systems, and
Rapid Urban Environmental Assessment for decision making; and
- To familiarize participants with the UNEP-IETC's Training Workbook on
Environmental Management Tools as a resource for conveying the perspectives,
approaches and coverages of the five EM tools to local officials and/or
development managers.
B. Targetted Participants
This seminar and the accompanying Training Workbook are intended for the
local leader or government official, and in fact for all individuals involved in
development efforts at the national, sub-national or local level.
It particularly targets those who make decisions or influence policy that can
affect the environment, and who can benefit from an orientation to environmental
perspectives and decision tools to help them meet present development needs
without compromising the needs of future generations.
The ideal number of participants is 30, to achieve maximum benefit from the
Orientation.
C. Overall Approach
The Seminar begins with an introductory activity that will provide an
experiential learning on ecology, environment and its basic concepts and the
role of decision making tools. Insights and reflections on the experiential
activity are complemented with inputs from a general lecturette, followed by a
more indepth look at each of the tools.
The main references for this Orientation Module are the Overview Paper and
Technical Papers provided in Part I of the Training Workbook. Supporting slides
are also provided with a Trainer's spiel. The duration of the Orientation is
approximately one and a half days.
