Key Definitions

Activity Sector
A group of organizations and people who are engaged in the same general activity;

Includes groups and organizations which have broadly similar interests and needs, and broadly similar relationships with city development and urban development

Environmental Resource
Primarily arising from the physical world which are used to support urban life and development such as air, water, land and areas of special ecology like wildlife and special environments with cultural and historical significance.

Environmental Hazard
Event/disaster primarily arising from the physical environment which endangers the lives, health and livelihoods of urban populations, whether natural (floods, landslides, storms) or man-made (industrial accidents).

Environmental Resource

  1. Describe the environmental resource in terms of quality, quantity and different ways in which it is used
  2. Discuss the use of the resource by all activity sectors
  3. Discuss the impact of the activity sectors on the resource
  4. Discuss the conflict and competition among the activity sectors in the use of the resource
  5. Discuss institutional arrangements or initiatives

  1. Describe the characteristics of the environmental hazards with concrete information on frequency of occurrence, areas affected, damage estimates
  2. Describes how it affects the activity sectors.

  4. Discuss ways in which competition and conflicting interests influence the environmental hazard
  5. Describe who is responsible and how the risks of hazards are included in duly city management

Public Sector

  • Local or municipal government
  • Regional or provincial government

  • Parastatal companies, other public sector organizations

Popular (or Community) Sector

  • Non-Government Organizations (NGOs)
  • Community-Based Organizations (CBOs)
  • Private Voluntary Organizations (PVOs)

Private Sector

  • Chambers of Commerce, Trade Associations, etc. (organizations of the `formal' sector of business and industry)
  • Informal sector' organizations and groupings

Others

  • Relevant actors and interest groups not organized (hence not discussed in the above three sectors)

Basic Organization and Structure

  • institutions and groups responsible for various aspects of urban environment management, their linkages, and ways in which groups outside the public sector are brought into the system.

Information, Knowledge and Technical Expertise

  • of groups responsible for information collection, distribution, analysis, management and use; accessibility of information, application to policy issues identification and decision-making

Decision-making, Policy Formulation and Policy Coordination

  • individuals or groups with decision-making responsibility and which handle policy coordination

Policy Implementation

  • responsible organizations, including different implementation instruments; how these are inspected, monitored and actually implemented
