<Technical Workbook on Environmental Management Tools for
Decision Analysis>
- ISO 14001 describes international standards for EMS (Slides No. 11 & 12)
- ISO 14001 gives the specifications for international standards on EMS, whose
core elements are structured around the Deming Cycle (Slide no. 13)
- The EMS is anchored on an Environmental Policy (Slide No. 14)
- The Deming Model divides the organization's action into four phases:
Plan, Do,Check, Improve (Slide No. 15)Planning includes an Initial
Review and the development of an Environmental Policy. The overall objectives
and goals are established and the methodologies for achieving them are
developed.
In `Do,' the plan is implemented and the measures are taken in pursuit of the
organization's goals. Examples of these measures are given in the slide.
`Checking' refers to the Evaluation phase.
The final stage is the Corrective Action/Improvement Phase.
- Each of these stages are further explained (Slides No. 16-20).
- An EMS needs the ongoing leadership and support of the highest levels of
management, whether that be of a high-level environmental management group or of
a single person. (Slide No. 21)
It should involve senior management and
those responsible and accountable for environmental performance.
- Among the organization functions that will be affected are virtually all of
its business and management activities. (Slide No. 22)
- There are already several success stories worldwide at the corporate and
local government level, of how organizations have used the basic tools of EMS
not only to comply with standards but also to respond to market forces that
regard environmental performance as part of quality performance. (Refer to EMS
Technical Paper for EMS applications and benefits).
In the long run, it is necessary "to recognize environmental management as among
the highest priorities as a key determinant to sustainable development."
(Slide No. 23)
E. Open Forum (30 minutes)
Encourage sharing of clarificatory questions, experiences/materials read/
reports relative to setting up and implementing an EMS
F. Class Exercise (6-8 hours)
Conduct the EMS Exercise, as attached.
G. Reflections (15 - 30 minutes)
This segment can be done either as a verbal sharing in small groups, or as
individual written reflection, using the following trigger questions:
- What are some of the costs involved in establishing an EMS for your
organization (not only in monetary terms but also in terms of other resources
like time, manpower, training, etc.)?
- What are some of its potential benefits for your organization?
- Can the benefits outweigh the costs? If so, how?
H. Closure and Evaluation
Recall the module objectives and the activities used to achieve these.
Distribute and retrieve the Course Feedback Form provided in Part II, Trainer's
Workbook. Congratulate and thank the participants for their involvement and
award their training certificates.
