I. Governance
There is an administrative issue also. Salatiga will become a city (Kotamadya) shortly, and will appoint a mayor (Walikota). Thereafter, the City of Salatiga will no longer come under the administrative responsibility of the Kabupaten (Regency) of Semarang. It will come under the administration of the Province of Central Java (Jawa Tengah), along with the Kabupaten of Semarang. But the Kabupaten of Semarang alone has the administrative responsibility, at present, for management of Rawa Pening, even though some of the staff of the office of the Bupati (Regent) are questioning this. It might be that there is some reluctance on the part of certain officials to be responsible for the management of a problem lake if they are unable to control one of the major sources of pollution inputs to the lake.
IThere is no indication of any detailed planning or preparation to deal with increased urbanisation in the catchment or to deal with the predicted impacts on the lake. Indeed, the consultants were not able to obtain any documents dealing with future developments in the catchment, though many such developments could be seen.
It appears that applications for developments are dealt with on an individual basis and there is little attempt at the production of any integrated or spatially coordinated development. When such integrated developments were seen they were the result of construction work by one developer on one area of land.
It was outside the scope of the present project to investigate the mechanisms, extent or effectiveness of spatial planning in Central Java.
