<Technical Workbook on Environmental Management Tools for
Decision Analysis>
FOREWARD
In March and April 1999, the UNEP-IETC and the
Technical Cooperation Council of the Philippines of the Department of Foreign
Affairs collaborated to conduct an International Training on Environmental
Management (ITEM) for Least Developed Countries (LDCs). Twenty-five participants
representing six LDCs attended the two-week program which highlighted an
ecological perspective, and presented environmental management fundamentals and
sustainable development challenges and applications. A significant portion of
ITEM focused on environment management (EM) tools and approaches, such as,
Environment Planning, Freshwater Management, Environmental Health Planning and
Management, Environmental Technology Assessment, Urban Planning, Environmental
Management Systems, Protected Areas Management, Solid Waste Management and
Ecotourism. These were delivered through a variety of methods by a seasoned team
of UNEP resource persons and national Philippine experts. Training participants
contributed their own perspectives through country papers and discussions
leading up to the development of action programs in their respective areas.
A recurrent message throughout the ITEM was the need for integrating
environmental considerations in making decisions that impact on development,
whether at the national, industry, or community level. However, the myriad range
of EM tools now available can be potentially bewildering to the development
manager or government official unless he or she clearly understands when these
are most useful and what they can help achieve.
To make decision analysis easier for urban managers, strategists and other
decision makers, UNEP-IETC has selected several environmental management tools
featured at the ITEM, and added others to produce a training workbook that will
be useful for early stages of environmental decision-making. These tools are:
Environmental Technology Assessment, Environmental Risk Assessment, Rapid Urban
Environmental Assessment, Environmental Profiling, and Environmental Management
Systems.
This workbook contains technical papers with accompanying training modules in
user-friendly formats. It is designed to encourage and facilitate a wider
dissemination of the EM tools. The training modules were developed by the
Development Academy of the Philippines through its Environmental Management
Office, which successfully implemented the ITEM course by drawing from its years
of experience in environmental education, training and capability building. I am
grateful to the high priority and dedication which the Academy has given to this
project and to the Technical Cooperation Council of the Philippines' Department
of Foreign Affairs for its collaboration in developing and implementing the
course.
