Extending ESTs Partnerships
IETC undertook a two-day mission in late May with the aim of better
understanding the motivations and mechanisms used by the Korean District
Heating Corporation in furthering acceptance of environmentally friendly
technologies for producing thermal energy for space-heating, hot water,
and cool water for use in densely populated areas. In addition, the
Director of IETC had the opportunity to address approximately 65 senior
managers of KDHC and its affiliated companies on the mandate and current
workplan of the Centre. This visit is part of IETC's strategy to develop
active partnerships with a wide variety of businesses and organizations
involved with environmentally sound technologies.
KDHC, a publicly owned utility, provides a particularly interesting
example as its corporate philosophy encompasses public education and a
broad interpretation of community involvement and responsibility based on
the principles of Agenda 21 and particularly its chapters on protection of
the atmosphere (chapter 9), and strengthening the role of business and
industry (chapter 30). Currently, KDHC supplies heat for some 2 million
residents in 430,000 households in Seoul and new towns in the greater
metropolitan. Utilizing the economy of scale principle from larger central
boiler facilities, an estimated savings of 52% in terms of oil consumption
and a reduction of 51%of air pollution has been realized over traditional
oil and coal fired systems employed in individual apartment buildings and
common in many parts of temperate Asia. In addition, they have made a
commitment to supporting a number of environmental education activities
related to increasing public awareness of the importance of clean
technologies as an important contributor to sustainable development.
