UNEP Executive Director Makes Official Visit to the Philippines
Upon the invitation of the League of Cities of the Philippines, Ms. Elizabeth Dowdeswell, Under-Secretary-General of the United Nations Offices in Nairobi and Executive Director of UNEP, visited the Philippines from 20 to 22 July 1996. She addressed the National Conference on "Co-Existence: Sustainable Cities and the Environment" on 20 July at the Asian Institute of Management in Makati, Metro Manila. Her keynote address focused on the need to make sustainable development meaningful at the local level, highlighting the 'Sustainable Cities Programme' as a joint endeavor of UNEP and UNCHS (Habitat) to develop a responsive and flexible system of urban environmental planning and management and the partnership with the International Council for Local Environmental Initiatives (ICLEI) to produce the "Local Agenda 21 Handbook."
During a short press conference, Ms. Dowdeswell spoke about UNEP's programme thrusts in the UN. She also mentioned a project presently being developed by IETC with Puerto Princesa to demonstrate an Integrated Approach to the Transfer of Environmentally Sound Technologies in the field of municipal solid waste management. She was joined at the press conference by the Secretary of Environment, Hon. Victor Ramos; Senator Heherson Alvarez, who is the Chairman of the Senate Committee on Environment; the Under Secretary of Environment, Hon. Delfin Ganapin; and the Mayor of Puerto Princesa, Hon. Edward Hagedorn.
The highpoint of the visit was her meeting with the President of the Philippines, His Excellency Fidel V. Ramos, at the Legislative Complex (Batasan). She was invited to attend the President's State of the Nation Address to Congress. When informally asked for comments about the President's speech, the Executive Director described the speech as a 'green speech' because of the importance it has placed on the environment.
