Technology Needs for Lake Management in Indonesia
When managing the transfer of Environmentally Sound Technologies (ESTs),
it is important to identify the EST needs of each recipient country and
region, as well as appropriate enabling measures necessary to facilitate
and accelerate transfers. With this in mind, a workshop on technology
needs for lake management in Indonesia was held in Jakarta on 16-17
January 1996, jointly organized by UNEP IETC and BPP Technologi (Agency
for the Assessment and Application of Technology) of the Government of
Indonesia. Using six case studies of lakes in Indonesia and documenting
local experience, the Jakarta workshop aimed to identify technology needs
and effective modalities for and barriers to technology transfer.
On the first day of the workshop, based on presentations and discussions
of the case studies, the approximately fifty participants shared views in
an effort to determine issues relevant to EST transfer, noting common and
specific concerns related to technology transfer. Following up on the
first day's conclusions, the second day was devoted to understanding four
key elements for each lake: (a) the role of lake; (b) environmental
problems and issues; (c) technical aspects of technology needs; and (d)
management aspects of technology needs. This session employed team members
of which were concerned with a particular lake as means of focusing
discussions. This enabled clear identification of national issues and
local concerns with respect to technology needs for lake management in
Indonesia. It was also suggested that matrixes indicating priorities for
components of the four key elements be further developed as tool for more
in-depth examination and the development of practical solutions for
consideration by decision-makers.
Prof. M. T. Zen, Deputy Chairman for National Resources Development of
BPPT and host of the workshop, stressed the importance of the sessions and
spoke of an application of the outputs to lake management on a regional
basis.
