The 2nd Student Seminar
On 10 December 2000, the 2nd Student Seminar was held at IETC Shiga
Office by the interns in Shiga Office as follow-up of the Seminar held in Osaka
Office last year, and 24 students living and/or studying in Shiga, Kyoto and Osaka
area participated in it.
The Seminar consisted of presentations and discussion.
First, IETC staff explained about IETC, the International Lake Environment Committee
(ILEC), supporting foundation of IETC in the field of freshwater management and
qualifications for international civil servant. Second, the intern briefed on
the history and future activities for the Seminar and student activities for the
9th World Lake Conference in Shiga in 2001. Activities of two NGOs
in Shiga were also introduced. Mr. Ide of Lake Net 2001, a citizen's network for
the 9th World Lake Conference in 2001, presented on the management
of the lake basin and stressed the importance of network for environmental activities.
Mr. Ito of Shiga Ecological Co-op Union also explained on their environment-friendly
approaches with concrete ideas and examples.
The highlight was discussion by the students on
the protection of Lake Biwa. Although various opinions were expressed on the causes
of its pollution, after some discussion by the participants including NGO members,
a general conclusion was drawn - people's activities for living are all
attributed to the pollution of Lake Biwa. Some students emphasized the importance
of individual effort to protect Lake Biwa. Some appealed the need of expressing
their opinions as students and making their presence on various occasions available.
In this regard, Student Session in the 9th World Lake Conference in
2001 will be a good example.
The students also discussed how to make environmental
activities more attractive to the general public. One student pointed out a lack
of incentive and proposed a sort of "lottery" scheme for fund raising and increasing
public awareness as well. Other students proposed to introduce more "music" and
"drama" in the activities to make them fun and pleasant.
At the end of discussion, they agreed to continue
this type of information exchange. Student network, joint studies and site visits,
etc. were also proposed as future activities. They also decided to establish an
electronic information board to further exchange information and ideas among themselves.
Following discussion, a small gathering was held to promote mutual understanding
through face-to-face talk with each other.
