Background:

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the International Environmental Technology Centre (IETC) in Osaka, Japan, within the DTIE. The IETC mandate is to encourage the use and the transfer of environmentally sound technologies to developing countries and countries with economies in transition, by means of providing training, carrying out research, collecting and disseminating related information with a special focus on the prevention of environmental disasters, reconstruction of damaged sites and waste management in the context of the 10 year framework on sustainable consumption and production.


Duties and Responsibilities:

Under the supervision of the Programme Officer, the incumbent will assist in development, implementation and monitoring of waste management projects and programmes.  The incumbent will have the following responsibilities:

  1. Assist the Programme Officer in developing and implementing projects on Waste Management:
    1. Contribute to drafting project proposals aimed at regional/national/local level implementation of Integrated Solid Waste Management (ISWM) by compiling partner views and inputs and adding to this by research;
    2. Provide support for implementing activities and projects on above areas; and
    3. Provide support for implementing activities and projects related to specific waste streams and specific waste constituents such as E-waste, waste plastics and waste agricultural biomass etc.
  2. Assist Programme Officer in the broad area of waste management:
    1. Provide support for coordinating with Japanese and other institutions for developing partnerships and solicit support for work on waste management;
    2. Collect, analyze and compile relevant technical and policy related information on waste reuse and recycle such as reusing organic and inorganic wastes to enhance resource efficiency; and
    3. Compile, assess and disseminate information on environmentally sound technologies for waste prevention, reuse and recycle;
  3. Assist in networking to promote and implement integrated waste management through:
    1. Creating active coordination and communication networks within and outside UNEP on Integrated Solid Waste Management; and
    2. Provide support for developing linkages with waste management related institutions, networks and initiatives at national, regional and global levels.
  4. Provide support to the general work and tasks of IETC as required, including assisting in monitoring and progress reporting, and representing UNEP in relevant forums etc.

Qualifications:

Education:

Advanced university degree (Master’s degree or equivalent) in environmental engineering, chemical engineering, environmental management, business management, environmental policies or related area. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. Specialization in waste management including design of waste management, treatment and disposal systems particularly for industrial and municipal waste is required.

Experience:

At least 3 years work experience, preferably in national or international business, or in governmental (environmental, industry agencies) organizations is required. Programme/project development, management and administration skills, knowledge and understanding of programmes, concepts and applied approaches relevant to key global environmental issues, with particular knowledge of waste management. Experience in waste management is essential.

  • Professionalism – Demonstrated professional competence in the area of programme/project development, management and administration; Knowledge and understanding of programmes, concepts and applied approaches relevant to key global environmental issues, with particular knowledge of waste management; Strong analytical skills and ability to conduct research in the subject matter; Ability to work under pressure within tight deadlines, ensuring quality of programmatic outputs and services.
  • Planning and organizing – Ability to develop clear goals that are consistent with agreed strategies and action plans; Ability to identify priority activities; Ability to monitor own work plan in a multi-priority environment; Ability to foresee risks and allow for contingencies when planning.
  • Communication – Excellent drafting and communication skills, both written and oral; Ability to prepare project documents, strategy papers, briefing notes and reports that are clear, concise and meaningful for both technical and non-technical audiences.

Languages:

English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Working knowledge of Japanese is desirable. Knowledge of another official UN language is an advantage.

Other Desirable Skills:

The candidate should have a good understanding of environmental policy making and its applications, including in developing countries. Familiarity with information systems and knowledge in the dissemination of information, data-bases, business marketing is desirable. Excellent computer skills (Microsoft Office, email, internet) are required.
