Background:

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the International Environmental Technology Centre (IETC) in Shiga, Japan, within the DTIE. The IETC mandate is to encourage the use and the transfer of environmentally sound technologies to developing countries and countries with economies in transition, by means of providing training, carrying out research, collecting and disseminating related information with a special focus on the prevention of environmental disasters, reconstruction of damaged sites and waste management in the context of the 10 year framework on sustainable consumption and production.


Duties and Responsibilities:

Under the overall supervision of the Senior Programme Officer, the incumbent will participate in the UNEP-UNESCO World Heritage Inscription Process as a Tool to Enhance Natural and Cultural Management of the Iraqi Marshlands project, and related initiatives on water and sanitation management. The incumbent will have the following responsibilities:

  • Provide daily coordination for the planning and implementation of the pilot project and related activities;
  • Analyze water quality and biodiversity data obtained from the local partners, to help develop goals for the area management;
  • Assist in the feasibility analysis for the pilot project, focusing on area management, and community initiatives;
  • In coordination with the Iraqi Project Implementation Unit, develop selection criteria for potential sites and management practices to be applied in the pilot project;
  • Identify and provide information on the necessary equipment, tools, and potential technology and parts providers to be used in the pilot implementation of area management practices and community initiatives;
  • Participate in the training of technical experts for water and sanitation implementation and other training subjects;
  • Interact as appropriate with national and/or local institutions and personnel involved in the development and implementation of the pilot project and related activities;
  • Undertake the necessary actions and procedures required by the administrative and financial section for the implementation of the pilot project;
  • Coordinate the production of relevant training materials, including both in-house and contractual material preparation, and update materials as pilot project data emerge;
  • Prepare and produce additional training and awareness raising materials related to the water and marshland management pilot project;
  • Prepare relevant correspondence and disseminate information to partners on matters related to the pilot project;
  • Compile relevant pilot project methodology, results and data, to be uploaded onto the Marshland Information Network;
  • Support relevant activities in the project as deemed necessary;
  • Participate in any activities of the overall project as well as the IETC water and sanitation pillar as required.

Qualifications:

Education:

Advanced university degree (Master’s degree or equivalent) in environmental, water resources, and/or sanitation engineering, environmental management, public administration or related area. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Experience:

A minimum of five years of progressively responsible experience in project management and implementation, particularly related to water and sanitation issues and technology transfer, some of which at the international level. Working experience in developed countries is required, preferably in West Asian countries. Experience within the United Nations system desirable.

Competencies:

  • Professionalism – Demonstrated professional competence in the area of waste management, water and sanitation management; Strong analytical skills and ability to conduct research in the subject matter; Ability to work under pressure within tight deadlines, ensuring quality of programmatic outputs and services.
  • Planning and organizing – Ability to develop clear goals that are consistent with agreed strategies and action plans; Ability to identify priority activities; Ability to monitor own work plan in a multi-priority environment; Ability to foresee risks and allow for contingencies when planning.
  • Communication – Excellent drafting and communication skills, both written and oral; Ability to prepare project documents, strategy papers, briefing notes and reports that are clear, concise and meaningful for both technical and non-technical audiences.

Languages:

English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Fluency in spoken and written Arabic and/or Japanese is an asset. Knowledge of a second official UN language is an advantage.

Other Desirable Skills:

Basic knowledge of relevant institutional mandates, policies, guidelines and knowledge of the institutions of the United Nations system. Good research, analytical and problem-solving skills. Excellent computer skills (Microsoft Office, email, internet) are required.
